At a public city council meeting for the City of Carnation on July 20, 2021, the Interim City Manager made the following racially derogatory comment:
"Just about the time we think we’ve got a problem solved, something else changes. And I was referring to it with Council as playing Chinese baseball, where when you get up to hit, it’s just like American baseball, when you get up to hit, then they move the bases. And every time I think something is set, the base moves."

This comment was captured in the video recording for the meeting, at around 2:04:35.
